Surfacec water not draining

The surface water from our yard on Jamaica Street is no longer draining. We've established that there is no blockage on our property (as best as possible- water level between the two drains changes when one side is plungered), but it takes hours to drain away. The location isn't one of the drain covers (which the map insists on leaping to). Our property is 17-35 Jamaica Street, and the surface water drain is located behind the mural wall adjacent to the STokes Croft China shop. We were aware that there was a problem occurring over the last few months, and thought we had managed to fix it within our property, until last week when it stopped draining virtually at all, and we discovered it wasn't getting to the main drain.

We found the problem, and have fixed with a private contractor. (It wasn't clear if the problem was on our property or not.)
