Hedges in alleyway need trimming down

Sent to Bristol City Council less than a minute later
I reported the hedges last year when they grow too high, I do not believe any action was taken then and subsequently they have damaged my fence.
I have been out. And cut them as much as I can with my petrol hedge trimmer but they still need another foot or so cut off them and the ones I could not reach still need doing.
How do I go about claiming from the council to get the damaged fence repaired, I believe if it was locked free the damage would not have been caused.
I do recall the path being cleared some time ago, but no action was taken in regards to the height.
