Overgrown hedge at 3 Percival Rd blocking most of the pavement

This hedge at 3 Percival Road has for several weeks been encroaching over the pavement and it’s now reached the point where it forces pedestrians into the road when cars are parked next to the kerb. The owner really does need to sort it out. I believe it is a rented property.
