Hedging almost comnpletely blocking the pavement again.

This problem arises every year, and has not been sorted any time over the last five years or more. At best, about half the pavement is sometimes clear. The problem is especially annoying during and after rain, and for anyone with mobility issues, buggy, children, etc.
