Ivy overgrown on council property damaging my property.

A number of years ago the council erected a fence on the Congreve sheltered housing facility on Eastridge drive, next to my boundary wall leaving a small space between the two Along its entirety. This has allowed an ivy plant to take hold in the space outside of my boundary on council property. The growth is out of control and causing damage to my boundary wall and creeping across my driveway. I have made several attempts at cutting it back etc. All with no success. It has now got so out of hand it has become impossible to control and I fear that my wall will become dangerous as the plant has pushed its way through in places. This is going to result in a hefty repair bill through no fault of my own. And I would like it sorted ASAP before any further damage is caused.
