Loose utility cover in middle of road, very noisy when vehicles drive over it.

The utility cover in the middle of Wells Road near the junction with St Martins Road has been loose for about 18 months. It makes a loud bang-bang noise whenever a vehicle goes over it and has got significantly louder recently. It is more evident at night and often wakes us up in the early hours. It is on the outbound carriageway opposite 397 Wells Road

The noise from this utility cover is getting worse and worse, it has now been about 2 years since it was first reported and nothing has been done. From looking at the cover it is not clear who is responsible for it. How do I go about getting something done about it so we can get some sleep at night
