Private cars and fencing intentionally taking up half width of public pavement

The residents of the house in Robertson rd at the corner with Emlyn road have essentially reclaimed public pavement and using it for private purposes, having a car parked on their land and having erected "temporary" fencing on the pavement which are actually "temporarily" there since two or three months.
