Massive bag of sand dumped on footpath

A big bag of sand has been dumped on the footpath that runs behind Heber Street. It's been here for over a week and a half. It's already attracting graffiti and there's been an increase in other fly-tipping. There are old clothes dumped either side of the bag further up and down the lane.
