Grass verge dug up. Slabs laid down higher than kerb

The neighbour at no. 799 has dug up the grass verge area outside house and laid slabs instead. The slabs put down are higher than kerb and pathway. Neighbour removed the mud, dug own about 1ft and put down broken bricks etc, then laid the slabs. The slabs are butting up to another house's drive (house no. 801) Also neighbour using another neighbours dropped kerb next door to get onto their property with a vehicle. There is no dropped kerb. Other wise the neighbour uses the public crossing area when the next door neighbour's (house no. 801) daughter is around.
