Overgrown passive aggressive hedging obstructing pavment for walkers

No 13 Avon Crescent needs to trim its hedges back. This is a persistent problem that needs addressing. The whole road is a problem for all other local residents, with residents shouting at cyclists and runners, having the road closure (how do the other residents of spike island get to their homes conveniently?) but most of all the overgrowth on the pavement at this address poses a hug problem for kids, buggy owners, wheelchair users and more. This pavement is used a lot. Residents should abide by the rules and keep their hedges inside their boundary lines if they are to graffiti the road and expect walkers to adhere to it. My friend was fined £350 by you, in a side road. And nobody walks there. Why is there such disparity in the city for stuff like this. please sort it out.
