Council workmen's barriers obstructing both pavement and road

Sent to Bristol City Council 1 hour, 5 minutes later. FixMyStreet ref: 2218980.
A week ago workmen replaced the lamppost outside no 62 Oak Road. Rather than replacing the paving slab they concreted the lamppost in, put barriers around it which obstruct both the pavement and the road and they haven't removed them.

The barriers are still there. However, they've now been moved by a delivery driver so that he could get his lorry past and there are now leant against my property where they're blocking the pavement.
Please will you confirm if: a) I can take them to the recycling centre where they'll probably go into landfill which, as you'll appreciate, I will charge for or b) Charge the council/contractor for storage
Alternatively, please ensure that they're removed promptly.
