Totally blocked drain (mud) and almost invisible

I myself have been maintaining the only other working drain for ages - and cannot go on.

I don't think it is 'under investigation' yet as the map I saw showed 3 drains awaiting investigation in Percival Road but NONE in College Road .

Nothing has been done since my initial enquiry/request in August. this blocked drain is going to cause flooding - as it always has done in storms - as 16/18 College rd collects all rainwater from the top of the incline. I cannot go on doing the council's job and regularly cleaning the one remaining drain !!????? one remaining drain -which if I don't do will mean that area will
