Lights don't recognise cyclists

The traffic lights at the junction of the B3120/East Street and West Street, as if you're heading from East Street to West Street, do not recognise cyclists. Meaning cyclists are either crossing the road unsafely on a red light or having to cross like a pedestrian.
There is designated markings on the road for cyclists at that junction, but unless a car pulls up behind them, they won't be going anywhere.
