Lakeshore Drive - Double Yellow Lines hidden by new Tarmac

Can you please advise and check the Road next to the Copper Building and Imperial Park junction in Lakeshore Drive.
Double yellow lines were in place before the building commenced and now completed noticed a new piece of Tarmac has covered a considerable amount of the kerb/road area from the roundabout and all the way up past the junction of Imperial Park by the BOOTS Store end covering those double yellow lines that were in place. You can clearly see the cut off point where the new Tarmac has been laid.
The double yellow lines still have not been replaced on the new Tarmac now causing mayhem with numerous vehicles parking there causing congestion to other road users having to wait near the roundabout until oncoming vehicles pull out of Imperial Park before they can proceed on. Lakeshore Drive; traffic flowed lovely previously.
