Brambles and overgrown bushes blocking elderly residents parking

I am enquiring regarding trees and shrubbery alongside residential parking of Hermitage Close Shirehampton. My grandad is a residing resident here and they have been unseen to since way before lockdown. The residents are finding it extremely difficult to park there cars due to over grown shrubs which and hanging with brambles- I also wondered if this was safe? Due to the age of the majority of residents and their frail skin to be rummaging through brambles to access their vehicles?
