Large Horse Carrying Vehicle Obstructing Pavement

This vehicle has not moved for at least two months and as you can see from the photos is obstructing pavement and is attracting/accumulating open refuge bags which is causing health and safety issues within the neighbourhood. The vehicle is not known to belong to any residents.
