Metal coming from pavement onto kerb - dangerous

There is metal run off pipe across the pavement running into the kerb just outside my house. I parked my car last night and my front tyre caught the sharp corner of these and it burst. I now have to get a new tyre which is going to cost about £70. I would like to know how I can get reimbursed for this cost and also the metal pipe needs to be looked at its a hazard to cars. Thanks.
