Unstable road surface

The road surface either side of this zebra has been resurfaced. In July I was cycling southwest along Kellaway avenue when a pedestrian suddenly turned onto the crossing. I was forced to stop somewhat quickly and the bike slid from under me, Fortunately I managed to remain upright.
On Sat 29 August I was on this new section of road surface and noticed that the bike twitched as I approached the crossing, The same thing happened today so I got off and investigated. All the loose fine gravel from the crown of the road has migrated towards the kerb, hence any cyclist is effectively cycling on a very loose surface. This is dangerous. The loose gravel hasn't got as far as the cobbled gutter / double lines; it is effectively a band just less than a metre in width along which the majority of cyclists will ride.
