Sewage water is leaking on to pavement

A sewage pipe must have broken because sewage water (including semi decomposed toilet tissue) is leaking on to the pavement close to the junction of Woodstock Rd with Clarendon Road - the end nearest to Redland Road. Issue has been around on and off for months but recently it has got much worse. Each time I walk past there is a sewage smell in the air. This must be some kind of health hazard?
