Contractors have closed the footpath

Obstruction pavement of the pavement on Bryants hill BS5. There's temporary traffic lights. It's near Bryants hill motors and the pub. Asked contractors. "Where is ramp where I can go down and around this obstruction and back onto the pavement"? Told me to back, back down Bryants til found pavement lowered so you could cross to the other side. Nearly damaged my mobility scooter. Totally illegal to obstruct the public footpath without pedestrian access past it. Caller upset about being told by contractor "You’ll have back back". Very narrow pavement. Highways officer to investigate. This has happened before when contractors are working on the pavement on Bryants Hill.
