Single and double yellow lines haven’t been repainted after council roadwork a year ago

In September/October 2019, the council carried out some roadworks on the cobbled section of Redcliff Backs. Since then, single and double yellow lines haven’t been repainted on the road, instead using cones as a temporary solution. However, the cones are no longer present and cars have been parking in areas where the yellow markings should be, blocking access to bin stores and electricity rooms. Given the extended period since the roadworks, please can the council repaint the lines?
