Overgrown wild bush

There is a large overgrown bush to the rear of my property that has been allowed to grow and grow over the years so that it is now wildly overgrown. It attracts rats and mice because people dump their rubbish in it and around it and these rodents are then coming into my garden. Local drug users dump their rubbish there and congregate there and now use the bush to throw their empty beer cans onto. I now need to replace my garden fence but no one will touch it while this bush is obstructing the corner and back of my fence. I really need the Council to send gardeners to remove this bush completely as it just causes all sorts of pranks is extremely unsightly. It is actually at the end of a pavement that leads to nowhere. The block of garages behind it is always accessed by vehicles and not pedestrians. The Council May be advised to sell this pavement space to the properties backing onto it as then the problem would fall on the owners of the properties and not the Council. I would be extremely grateful for some help with this on going problem. Thanking you in advance.
