Vehicle activated sign partially covered, unreadable

It's a vehicle activated sign showing the speed limit of the road, which is 20mph. There's a hedge partially covering the sign making the first number unreadable, so drivers cannot read the speed limit. At the moment a driver would not be able to determine whether it reads 30 or 20mph... The issue has been present for the last 6 months. There's a lot of speeding on this road, it's good to have a traffic calming measure in place, but this sign is misleading at the moment and may actually be encouraging drivers to break the speed limit.
