Why is this ok ?

Needs cleaning up ASAP Man still sleeping rough on the bottom of Claremont Street in a tent amongst loads of rubbish. Thanks

It is hard to believe that there is 3 people rough sleeping in this street in the middle of a pandemic. This street is filthy. Please can this road be cleaned up .
