Severe overgrowing hedges, pathway is getting lifted up. RATS!

Sent to Bristol City Council less than a minute later
The hedges and garden are completely out of control, adjoining houses and gardens are getting overgrown with knot weed and brambles. The pavement is being destroyed with the size of the roots pushing up through it, there is also a bad rat problem, it's getting worse and could become a seriouse health issue. Please can this be looked at with some urgency?
