Bristol Watse in Fox Road every week but they ignore the litter in the car parks

Why is this ? Bristol waste have the equipment and the man power . why is it that they ignore the rubbish in the car parks on Fox Road ?

Bristol City Take Council tax from all residence but only seem to do half a job ? They clean the street the gutters of leave but leave the rubbish every single week for at least 30 years in the car park . Why?

Please can I have my Council Tax refunded in full and can you please clean up the litter from the first car park . Thanks
