Drain BL cord affecting adjacent properties

This is a recurring issue as the main drain blocked last year. The main drain taking effluent away from properties is blocked causing drains within property to back up. Effluent is sometimes coming up through inspection chamber. The recent heavy rain may have been a contributing factor. Drains within my property have been inspected with know blockage found. The last time it happened the council had to unblock drain using inspection chamber in the lane. Photograph provided of lane and blocked drains within the property
