Abandoned bike blocking pavement

Sent to Bristol City Council less than a minute later
Bike chained to lamppost for > 2 months. I have moved it up the lamppost but still obstructing pavement and a few blind people use this pavement en route to shop and their sticks can't ID it. Could this be moved please? I would be happy to take the bike to HMP Horfield for refurb but Community Police day I'm not allowed to remove it with my axle grinder!.
