Massive bins all over the pavement

Bin’s outside number 12 in Easton. Bins are obstructing the pavement and you have to squeeze past them. Really unpleasant, dirty and smelly. Why are bins allowed to take pedestrian space? Can businesses store them somewhere more appropriate? If they must be in the street they should take a car parking space not pedestrian space. Please come and talk to businesses and find a solution.
