Over grown brambles/ trees

We live in Colemead BS13 7SL, Bishopsworth. It is a cul de sac, the brambles/ stringing nettles & trees are encroaching the road making it hard to pass when when there are other vehicles in our road. Most people park on the pavement meaning I have to walk in the road with my toddler to get by or if I am driving I have to drive into the bushes scratching my car. These bushes have not been cut back as far as I am aware for the past few years. Even though I know it has also been reported by myself and my neighbours.
