Tree root damage outside 37 Downend rd

There is an old and unmaintained tree outside 37 Downend Rd. It has caused extensive lifting of the footway. It is undermining my front garden wall and lifting the ground in the front garden. As it is a big tree I suspect that it is impacting my foundations. The tree has been a problem for as long as the building has been owned by me - almost 20 Years now.
