Dangerous cables sticking out of pavement

There is a dangerous set of electrical cables that have come out of the pavement. These look unattended and also are trip hazards. They are outside number 25 + 27 Wathen Road. I have added photos to share to highlight the concerns.

Please see attached a photograph of a food bin caught in the cables protruding out of the ground.
These cables are left unattended and are dangerous.
