Cycle Route blocked

There is a cycle route from Temple Way to the junction of Penn Street, Lower Casrle Street and Broad Weir. The route, howver, is blocked by a series of red-white road barriers. There is no signposted diversion route. There is no means for cycles to rejoin Penn Street, Lower Casrle Street or Broad Weir from the Castle Mead cycle route (NB: Castle Mead is the name of the shared space route beside the Castle Mead building). The route along/besdie Castle Mead is showing on maps.bristtol.gov.uk as a strategic cycle route.
