Leaves on path causing safety hazard

Sent to Bristol City Council less than a minute later
The pavement leading to the park on Dirac Road has a carpet of wet leaves that poses a safety hazard to pedestrians using this path. This is particularly hazardous to children and elderly and poses a greater risk when it has been raining or is frozen. Please remove all leaves from this path

However, I know there has been a Bristol City Council Parks attendant in attendance on this site prior to my report. Why does it take for a member of the public to report this before it’s sorted out?
