One yellow "sphere" not flashing, etc

Sent to Bristol City Council less than a minute later

(a) One yellow "sphere" of the three not flashing, (b) all "spheres" need cleaning, (c) "sphere" flashings not synchronised -- I understand that at all UK crossings "Zebra yellow spheres" must have synchronised flashing.
