Overgrown hedges obstructing access path

Back hedges overgrown and obstructing access path behind houses 16-10 mendip road. the access path is located off the steep alley between Mendip Road and Cotswald Road. Possible residents cant get to hedges to trim them due to fly tipped rubble in the alley causing dangerous footing. The access path has been obstructed in this way since i moved in to 10A mendip Road on 9th october this year.
