Building lorries blocking road and turning circle

Constant and relentless building lorries and building materials (bricks, palettes) are blocking the turning circle meaning domestic vehicles struggle to turn around (sometimes it is not at all possible) and it is impossible for emergency vehicles to have access. This has been occurring daily for the past 6 weeks.
