Parking in St John's Arch, obstructing cycleway

St John's Arch is part of Bristol's cycle network, and is an important part of a cyclist's route from North Bristol towards Temple Meads. But the central arch recently seems to have been 'discovered' as a free parking place - there is now nearly always a vehicle there in the daytime, and sometimes two, obstructing the pavement as well as the archway. This means that cyclists have to dismount and go through one of the pedestrian side arches. No need for double yellow lines (please) - it just needs a bollard on the Quay Street side of the arch like the existing one on the Broad Street side.
