Flooded path the path dipped water not draining away

Flooded path near Teignmouth Road BS4 leading to Paignton Square. Path near an electrical sub station, because the path was built with a big dip in the path, water builds up and you cannot walk through the path when it floods. Either side of the path the ground is saturated with water, that takes a long time to drain away. Near the flooded path is an electrical sub station, which is a big green iron compartment. I have witnessed water right up to the electrical sub station. In my opinion only, i think the big open green space opposite Paignton Square, has a history of poor drainage. To the best of my knowledge, i have already filled out a fix my street report, relating to flooded path and concerns water, going up to an electrical sub station. I think the first time i reported these ongoing problems, was between one year and two years ago.
