No residents parking

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 2461737.
Once again there is no parking available for residents who have paid for permits. Since the new year, each morning several vehicles that are not residents on this street arrive from 07:00 onwards to park, they are obviously working commuters and somehow are allowed to park without permits or paid tickets, they stay all day then leave after 4pm. During the Christmas period there was plenty of parking available to residents. We have raised this several times before with the council but get no response as to why there seems to be an over allocation now of permits for the zone. Each morning people park then walk the whole way back down Durdham Park to businesses on Redland Hill and Blackboy Hill so are obviously not residents but somehow are allowed to park in the RPZ and do not display anything so we can only assume are registered for the RPZ. Can the council or someone in the parking office please respond for once.
