Wheelie bins blocking pavement and road

There are two wheelie bins against a house blocking the pavement, and it makes the already narrow pavement much smaller. It’s impossible to get a buggy or wheelchair through and it’s starting to smell a bit. They also appear in empty parking spaces on the actual road occasionally, most likely to reserve the space outside the house for them. This is frustrating day to day as parking is a problem around here and people often need to park across the road etc. It seems quite selfish to do this since no one else in the area does this or keeps the bins on the pavement. This has been going on for a few months now
A new enquiry has been raised for this issue.
