Retaining wall supporting public pathway is collapsing

The retaining wall supporting the pavement linking Meridian Terrace to Pine Grove Place is crumbling and in danger of imminent collapse. It is a public safety hazard. The handrail is about to fail and the wall the other side is now tipping precariously - this connects to a residential property, the owner of which cannot make repairs until the originating problem is fixed. The issue was originally reported in 2016 and every year since. The council has put up two heras fences after acknowledging the risk in Feb 2020 but never returned to fix the problem and the fences have been removed by passing pedestrians as this is a significant and regularly used thoroughfare. Please fix this asap - it is not an exaggeration to say that someone could be seriously injured if and when the wall/path goes.
