Double yellow line is being removed outside the school

I want to know why double yellow lines are being removed from this stretch of street. No stopping at any time have been here for years and for a good reason. It is a very busy street with narrow entry and and another narrow part of the road after which, cars are allowed to park on both sides.
The stretch in question runs alongside the school. Opposite there is a block of flats with an entry to underground car park. Even with double yellow lines in place, there was constant problem with entering and exiting Victoria Avenue as cars were park, illegally, on both sides and only the middle of the road allowing 1 car only, there was no space for cars to pass or give a way. The other problem is entering and leaving underground car park: no visibility for oncoming cars, bikes, people etc and the gate blocked by parked cars.
The yellow lines have been removed in 2 stages (few months between) and no works have been announced or street been secured and marked, on both occasions.
