Surface water drain is completely blocked and clogged. As a result it fails to perform its function. When it rains it overflows and sends more water down the hill at surface level, rather than under the road in a drain. This must lead to greater surface water flooding at the bottom of the hill or puts more pressure on the drainage system down hill.
