Raised/broken paving slab surrounding manhole cover

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 2539447.
On Tuesday 9th February I tripped over this raised slab on my way into the King Edward Building BRI. It is not clear if this is council responsibility or UHBW so I have reported it to both. Potentially very dangerous. I was lucky to only be bruised but did hit my head on the bollard so could have been more serious.
