Concrete block is a tripping hazard

There has been a large concrete block on the pavement for some time, it used to have a model gorilla on it. Unfortunately the gorilla is now gone, and the plinth has been left, which is a tripping hazard to anyone with a visual impairment, especially as it is the same colour as the pavement
