Car parked with no MoT

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 2560789.
Abandoned motor vehicle with no valid MoT Blue Ford C Max 2009 has been abandoned for 4 months from November 2020 until today February 2021 it now has tyres flat wont move as it was recovered there by the RAC before Xmas Also partly on the pavement and rubbish is piled up under the car the owner has a new car and has abandoned it without a care for other road users

4 months no action , I think the relevent legislation is section 47 of the 1988 RTA. Section 47 of Road Traffic Act 1998 uses the teminology "uses on a road at any time, or causes or permits to be so used" ... and I believe that "using" doesn't just mean driving, so parking it on a public is (I think) the same as driving it. no one can drive over it or park there as the scrap is just abandoned for the past 4 months , so its abandoned as it has not moved in months , they have had more than reasonable time to get it mot , or sort it out , but nothing except flat tyres and rubbish build up under it

Bristol.gov.uk you can drive in a bus lane and get a £30 fine inside 5-7 days , you can repeatedly report a abandoned car been broken down for 5 months , Nothing ? Just shows they only care about Money £££ we just have not got a chance as there is no money to be made here , just against the law , but hey , they turn a blind eye to that ? What a waste of time this site seems to be
