Obstruction is still here. Hippo bags were placed in the space (presumably without permit), but have since been collected. Resident is under the impression having applied for a disabled parking space entitles him to reserve a space indefinitely for deliveries and waste collection when he isn't even parking in it. He is also using cones with fake disabled stickers to attempt to add legitimacy to his efforts.

Is this illegal? Motorists continually take up public space with their private property. How is this any different?
