A resident illegally reserving parking spaces with traffic cones

Sent to Bristol City Council less than a minute later
This is an everyday occurrence and this resident marks out one, sometimes two spaces at a time with traffic cones. This needs to be sorted ASAP so that everyone can find parking spaces as this is a busy area for parking.
How is this different to motorists parking their private property in public space?

Because they're holding a space that could be used by someone else for themselves, whilst they drive their "private property" around - the phrase 'Have Your Cake & Eat It' comes to mind.

In both examples it’s STILL private property reserving public space.
