Weed and shurbs growing near my balcony and very close to my bedroo.

Weeds are growing on path outside my flat. This path is used has a fire escape. So should be clear. There's brambles growing near the wall which may cause problems in the future. I have also pulled some weeds up my self but after finding DOG MESS from 3 floors up I don't feel safe in doing it and I havnt got the "right tools"
